GAT has been selected as one of three trusted real estate valuation offices participating in the Committee for Assessing Compensation for Restrictions on Demolition or Additions to Buildings and Structures of Distinctive Architectural Character, operating under the Ministry of Housing, Utilities and Urban Communities.

The committee’s work is governed by Prime Minister’s Decision No. 2557 of 2026, issued on August 20, 2026, concerning the operating framework of the Committee for Assessing Compensation for restrictions on licensing demolition or additions to buildings and structures of distinctive architectural character, the principles for determining such compensation, and the authority responsible for its payment. The decision was published in the Official Gazette and entered into force on the day following its publication.
A Framework for Fair and Professional Valuation
The new framework establishes a clear process for handling compensation claims arising from restrictions imposed on buildings and structures recognized for their distinctive architectural character.
Under the decision, once the required documentation has been completed, the committee refers each case to two real estate valuation experts registered with the Financial Regulatory Authority (FRA). The experts are responsible for inspecting the property and preparing independent valuation reports based on the applicable circumstances.
In cases involving restrictions on demolition or additions, the valuation process considers both:
- The market value of the property when it is designated as a building or structure of distinctive architectural character.
- The market value that would apply had the property not been designated as such.
The difference between the two values forms the basis for determining the compensation associated with the restriction. The committee then determines the compensation based on the average of the values resulting from the two valuation reports.
The framework also provides for the appointment of a third valuation expert in cases where the difference between the two initial valuation reports exceeds 20%, with the prescribed mechanism used to determine the closest applicable valuation.
Supporting the Protection of Egypt’s Architectural Heritage
The framework comes within the broader legislative system governing the preservation of architectural heritage in Egypt, including Law No. 144 of 2006 concerning the regulation of demolition of non-unsafe buildings and structures and the preservation of architectural heritage.
By establishing a defined mechanism for assessing compensation, the decision creates a structured approach that balances the protection of buildings and structures of distinctive architectural character with the property rights of their owners.
